About

Organizations thrive when they invest intentionally in their people

That belief is why EduCounsel exists, and it is the reason the firm does workforce strategy, hiring, HR, training and compliance rather than only one of them.

Who we are

EduCounsel is a Bowie, Maryland based workforce and talent solutions firm, led by a founder with more than ten years of leadership across healthcare, behavioral health, education, nonprofit and workforce organizations.

We help employers hire the people they need, build the HR and operational systems that keep them, and turn university programs into long-term talent pipelines. The firm is based in Maryland, works virtually, and has led workforce engagements across fourteen states.

Our mission

To help organizations build workforce systems that attract, develop, and retain talent while creating lasting impact for the communities they serve.

Our vision

Stronger organizations, stronger workforces, stronger communities.

Why EduCounsel

Unlike firms that focus solely on recruiting, HR, or training, EduCounsel integrates workforce strategy, talent acquisition, organizational consulting, workforce development, and education partnerships into one comprehensive solution.

  • One firm, not four vendors

Workforce strategy, talent acquisition, HR consulting, training, compliance, operations and education partnerships sit in one place, instead of a recruiting-only, HR-only or training-only vendor each solving a quarter of the problem.

  • Behavioral health is a specialty, not a checkbox

Direct operating experience across OMHC, PRP, IOP and OP, Supported Employment and Health Home program lines, plus accreditation readiness through multiple CARF survey cycles.

  • A licensed clinician who is also an HR leader

Our founder holds an active Maryland LGPC credential and has led talent acquisition, HR and operations, so clinical hiring conversations are held by someone who has done the clinical work.

  • Education pipelines are built in

Practicum, internship and graduate program partnerships turn students into a client's future workforce rather than a one-off hire.

  • Multi-state and multi-site experience

Workforce strategy led across 12 states and 14 behavioral health centers, and hiring run across five Maryland counties during one expansion.

  • Numbers you can audit

70+ professionals placed, 20+ bilingual clinicians recruited, recruitment cost down more than 60 percent, and time-to-hire down from over 50 days to 20-40 days.

  • Engagements sized to the organization

A single project, a fractional HR seat, or a fully managed workforce partnership, whichever the organization actually needs.

  • We implement, we do not just advise

Every engagement runs challenge, then approach, then results, and the approach is work done alongside your leaders.

Our consulting framework

How an engagement actually runs

No engagement ends at the strategy. EduCounsel executes alongside your leaders, then leaves the systems and the documentation behind.

Two EduCounsel team members reviewing workforce data together
  1. Step 1: Consultation

A scheduled working session where you describe the workforce, recruiting, operational or organizational problem in front of you.

  2. Step 2: Assessment

EduCounsel reviews the current state: vacancy and time-to-fill data, hiring practices, staffing models, policies, compliance posture and workforce plans.

  3. Step 3: Strategy

A written plan that names the approach, the sourcing and workforce levers to pull, the owners and the measures of success.

  4. Step 4: Implementation

EduCounsel executes alongside your leaders, running the recruiting, HR, training, compliance or operational work rather than handing over a deck.

  5. Step 5: Measurement and handoff

Results are reported against the agreed measures, systems and documentation are left with you, and ongoing or managed support continues where you want it.

Who runs it

EduCounsel is led by William G. Foncham, LGPC, a licensed clinician and a workforce and HR leader, which is why clinical hiring conversations here are held by someone who has done the clinical work.
